HCAI regulations, Title 24 code, NFPA standards, and agency processes change — this list will be updated accordingly. Code interpretation in the field often turns on project-specific conditions that a resource list cannot address.

1. HCAI Code & Regulations

The primary regulatory framework for California licensed healthcare facility construction. HCAI (Health Care Access and Information, formerly OSHPD) administers the Facilities Development Division and sets the requirements that apply to all covered projects.

2. PINS & CANS

HCAI's project tracking and correction systems. Understanding the PINS workflow and CANS process is foundational for any project team working under HCAI oversight — these systems govern how projects are initiated, tracked, and corrected at the regulatory level.

3. NFPA Standards

The National Fire Protection Association publishes the life-safety and health care facilities standards adopted by California and enforced on HCAI-regulated projects. Familiarity with the adopted editions in force for a given project is required for IOR practice on healthcare construction.

4. HCAI Certified Inspectors

HCAI maintains the official registry of certified Inspectors of Record. Verifying IOR credentials before project commitment is a basic due-diligence step for any owner or GC on a licensed healthcare project.

5. DSA Resources

The Division of the State Architect regulates construction for K-12 schools, California Community Colleges, and state-owned facilities. DSA IOR certification is separate from HCAI certification — Shane holds both. Projects that cross both jurisdictions — such as a healthcare clinic on a college campus — require careful attention to which agency's requirements govern which scope.
