Shane G. Curran has been in California construction for twenty-six years. He has held his Class A Inspector of Record license for twenty-two of them — a credential held by fewer than 325 people in a state with over 5,000 regulated healthcare facilities.
His career has run through the full range of California's regulated construction environment: major academic medical centers, life-sciences campuses, high-rise commercial towers, and critical infrastructure. Projects at UCSF, Stanford Children's Hospital, Genentech, Kaiser Permanente, the SF-Oakland Bay Bridge, and Providence Health represent the scope of work he has inspected and documented over that career.
He is currently Lead IOR at Marin Health Medical Center, directing a team of four to five inspectors on an occupied, active-care hospital campus — the most demanding environment in the profession. Every day's inspection record matters when the patients above and below the construction zone cannot be relocated.
SME Consulting — formerly EQV Inspections — was founded in 2007. The practice focuses on projects where the inspection record is a life-safety document, not an administrative formality: HCAI-regulated healthcare, DSA-governed institutional work, and complex commercial construction requiring certified oversight.
Shane holds a DSA certification alongside his Class A IOR license, and is certified by the American Welding Society. He retains his expert witness practice for construction litigation involving IOR practice standards and California healthcare construction code compliance.

He is retained by owners, architects, general contractors, and legal counsel. Engagements have included code compliance disputes, documentation deficiency claims, contractor performance issues, and coverage-lapse consequences under HCAI regulations.

The IOR's job is to document what actually happens in the field — concrete placement, rebar configuration, welding procedures, structural connections — because that record follows the building for its entire service life. On a hospital or healthcare facility, that service life may span fifty years of decisions about occupant safety.
Shane does not treat the inspection record as a compliance checkbox or a formality that clears a milestone on the schedule. He treats it as what it is: a permanent, legally binding account of how the building was constructed. When something in the field does not meet code, the call gets made that day, on the record — because the alternative is a deficiency that gets buried in concrete and surfaces in litigation, or worse, in a structural event.
That directness is not adversarial. The GCs and project teams who work with Shane over multiple projects know what they're getting: an inspector who will find the problem early, document it clearly, and help route toward the fastest path to resolution. That is what "part of the solution" means on a live healthcare campus where a stop-work is not a theoretical consequence — it costs real money, every day.
